New batteries are not fully charged.

Pull out the connector cover, rotate it, and
insert the charger into the micro USB
connector on your phone as shown.
2 Remove the battery door.
3 Push the battery down until it clicks in
place.
4 Replace the battery door, and slide it
toward the base of the phone until it
locks into place.
