Examine how key services are being delivered and determine if there are viable
opportunities to deliver cost effective services through contracting with private
sector or other agencies and jurisdictions. Implementation assistance can include
transition services; management or oversight with other governments, businesses
or organizations; and negotiating service level agreements. A turn-key approach
