0: U3 Exit handshake works normally
1: Use controlled behavior for U3 Exit response (Refer to
LTSSM_U3EXIT_CONTROL).

This bit just affects Device mode.
0: Device will pass HotReset.Active fast just by sending
minimum required TS2s with Reset bit asserted.
1: Device will remain in HotReset.Active and continue
sending TS2s with Reset bit asserted till the timeout
specified by LTSSM_HOTRESET_TIME expires.
