Downloading 46xxsettings File via USB Cable

The 3631 telephone can support downloading of the 46xxsetings.txt file from a Windows
PC that is connected to the phone via a USB cable.

A single PC can be connected to one or multiple phones simultaneously. Connecting to
multiple phones requires a USB hub and multiple USB cables.
