Relative level accuracy measures the accuracy of a step change from
any power level to any other power level. This is useful for large
changes (i.e. 5 dB steps).
Repeatability measures the ability of the instrument to return to a given
power setting after a random excursion to any other frequency and power
setting. It should not be confused with absolute level accuracy.
Relative level accuracy at 850 MHz initial power +10 dBm
