Relating to function or activity: The File could not be opened to perform I/O Operation.
Cause: The file could not be opened. The EMS Event indicates the error value returned by the
Guardian Procedure call FILE_OPEN_.
Effect: Any future I/O Operations on the file will fail.
Recovery: Make sure that the file exists before being opened. If the max numbers of File Opens have
been reached, then close all open file handles and then try again.

<Program Name> Listener Socket Bind Failed For <port number>
Cause: Non unique, non free port specified in the PVPCONF.
Effect: Pocket ViewPoint listener process will not start. Connecting to PVP from the smartphone
browser will give a page not found error
Recovery: Ensure that the port in the PVPCONF files is unique and have not been bound to by other
processes.

Cause: Informative Message
For example, messages like PROCMGR:Starting Process Manager, LISTENER:Starting Listener etc.
are informative messages which are generated by the PVP application.
