picosecond (relative to T0 channel)

<n>: Channel number (1 to 20)
<D>: Delay value (in picosecond)

Example:
Set 1 ns delay on channel 2: DELAY T2,1000
Query delay on channel 2: DELAY? T2 (Answer: :DELAY T2,1000)
