Solution
This is a known issue with Hyper-V. To work around this issue:
1.
Before you delete the VM, identify its location. To do this, right-click the VM name, click
Settings, and then click Hard Drive.
2. Delete the folder that is named with the VM name.
3. Create the new VM that has the same name as the deleted VM.
