Programming Sequence
1. program GPO6,34,33, PAIR(3:1) to swtch LAN1-2 or LAN3-4 par
2. program GPO39,38,35 CFG(3:1) to control LAN par behavor Bypass/
PassThrough/WDT
3. set GPO24, CPLD_SendBIT hgh about 150ms then set t low about 50ms
to complete the LAN pair configuration progress
