Connect your Apple device to your computer.

When your device appears in the list on the left side of the
iTunes window (below Devices), select it.

At the top of the Window click Info.

Check the option Sync Contacts with, and then select Outlook
or Windows Contacts from the list.

Then click Apply to sync your contacts with the ones on your
Apple device.
