service. A partner may be an adjacent city or county, but it
could also be a private sector company or non-profit entity. As
guidance, identify three potential partners as your dividing point
between the More/Less consideration.

Cost to Provide Service -

Some local government entities may

have the costs already quantified, but some may not. A way
to categorize the service’s cost is by considering the amount
of labor, equipment, materials or specialty expertise (licenses,
training, certifications, etc.) needed to deliver the service.

Generally, the best candidates are in QUADRANT ONe which
delineates the services that have the greatest number of
partners available and are the most costly to provide. Both
QUADRANTS TWO AND FOUR may also hold promise, but
AvOID QUADRANT THRee because this quadrant won’t yield
much savings and may prove very difficult to implement.

The presence of operations and procedures manuals provide
great insight in defining service level expectations, not to
mention associated costs of services. This information also
provides the bridge between how services are currently
delivered and transitioning those services to other vendors. HR

this endeavor. you can also obtain task lists and performance
metrics from organizations like the International City/County
Managers Association (ICMA) the American Public Works
Association (APWA).

Communities seeking ASD options need to find good partners
in order to be successful. Remember to consider both private
and public options. On the public side, an adjacent city or
county are obvious options. However don’t forget about school
districts or special districts which often times are charged with
completing similar maintenance tasks. On the private side,
consider for-profit and not-for-profit businesses as potential
partners to help deliver your services.

Any community can determine whether or not providing services
through the use of an ASD model is right for them. However,
utilizing the expertise of a third party to determine which ASD
models and specific services will provide the most significant
savings to their budget may be desired. In these situations,
either an Alternative Service Delivery Feasibility Study or
Implementation Plan may be good first steps to consider.

Quick Start Guide for Service Ranking

One of the first steps in evaluating Alternative Service Delivery (ASD) options is to determine which

services are your best candidates. There are many factors to consider when evaluating which

services are most appropriate for ASD options for your community including:

1. Is the service core to the city's mission?

2. Does our in-house staff have "best in class" abilities, an aptitude for continuous improvement, or

acceptance of best practices?

3. Are our customers happy with the services provided?

All of these questions are important; however they may take some dedicated time to determine. A

quick way to make your first cut would be to divide your services into the four quadrants listed below

and focus your energies on quadrant one and don't waste time with quadrant three.
