FCIP route notification indicates whether the route has been added, removed, or modified. It is a
user-action driven trap.
qsrFCIPRouteNotification uses the following objects:

FCIP Link Up and Link Down are notified with a generic notification that contains a user-level string,
either FcipRoute#%d: FCIP Link Up or FcipRoute#%d: FCIP Link Down.
