The fun, paramID, attribute and value values are numeric values (with the exception of set string)
using Base 64 (see 3.4 Base 64 Encoding) and must be fully padded. Base 64 is used as a
compromise between compressing numeric values whilst still using user readable characters.
3.2.1.1 Function
The function identifier specifies the action or request to be performed.
