If KVAR_LAG_WAIT_2_ADD (B56:0/8) is high and
TOTALSTEP_AVAL_AUTO (N70:31) is greater than 0, then output
energize KVAR_LAG_ADD_STEP (B56:0/4) and unlatch
KVAR_LAG_WAIT_2_ADD (B56:0/8). This will actuate the required
step defined by the step routine.
