Unsequenced—The serial link is unsequenced and packets can arrive in a different order than the
peer transmitted them. To compensate for this, multilink relaxes its lost fragment detection
mechanisms.

Receive only (or receive only pending)—The link is in idle mode or is about to be put in idle mode.
Processing of arriving data on the link continues normally, but data is not transmitted on the link.
The remote system is expected to not send data on the link.
