signal is detected. Sends CONNECT XXXX message
reflecting bit rate when a connection is established by blind
dialling.

If dial tone is not detected within 5 seconds, sends NO DIAL
TONE message. If busy signal is detected, sends BUSY
message. Sends CONNECT XXXX message reflecting bit
