Here is another way of looking at the conversion:
OV = (S3 x 16) + S2
OV = (1 x 16) + 9
OV = 16 + 9
OV = 25
The base address is then determined by using the following formula:
A32 Base Address = Offset Value * 0x1000000 (or 16,777,216)
In this case:
A32 Base Address = 0x19 * 0x1000000 (or 16,777,216)
A32 Base Address = 0x19000000
