To rotate images an arbitrary number of degrees, follow these steps:
1
Choose Rotate from the Image menu, but don’t release the mouse button.

Drag to the right to choose the Arbitrary command.
After you release the mouse button, the Rotate dialog box appears.

Type the number of degrees you want to rotate the image and click Right or Left to
indicate the direction of rotation.

Click OK to rotate the image.
If necessary, the work area enlarges to accommodate the entire rotated image.
If the frontmost window contains a single image and part of the image is
selected, the Rotate command rotates only the selected area. If the frontmost
window contains a catalog with several thumbnails selected, the Rotate
command ignores any selections the images contain.
