Remove the presser-foot and replace with the Gathering Foot.

TO GATHER, FUFF OR SHIRR
Place the goods under the foot the sanie as in ordinary sewing
For fine gather use s short stitch. To increase the fullness lengthen
the stitch. For greater fullness tighten tension.
