Note

File access security checking is performed at the directory level, rather than the file level. If a specified file
ID is not a fully qualified ID, the current directory or PATH directories are used in an attempt to resolve the
partial name into a fully qualified name; in this case no further checking is necessary. If a fully qualified file
ID is used, the directory it resides in is checked for proper access authorization, at file open time.
