You can make a call using History.

Making a direct regular phone call (SkypeOut)
You can make a call to landline and mobile phone (SkypeOut call) directly while in the Idle
mode.

While in the Idle mode, enter the phone number in the following way (even for local
calls):
“country code” + “area code” + “local phone number”
