This function allows RESTRICTED ACCESS to SELECTED USER GROUPS without erasing the group/groups
from memory. Once access has been denied to a group/groups then access must be restored using this
function.

restore access to all groups this function must be used by a manager with a security level equal to or
higher than the restricting manager.
