9 = Rate 5/16 (must set for Rate 5/16 Turbo)*
All other codes invalid.
Example: TCR=1 (which is Rate 1/2)
* Only valid for S/W > 1.14 and EID =5500xx
As a Query, returns 0 if Uncoded is selected for
