pnic flow-teardown-disable

The flow teardown feature is coupled with the firewall feature. When default drop mode is
enabled (command
pnic default-drop-enable
), the flow teardown is enabled by default.
When default drop mode is disabled ( pnic default-drop-disable ), the flow teardown is
disabled by default.
