Test procedure 1 If the tester is in link state 'Initialize', the port
number (PortNum) and the link state of the DUT
are requested. If there is a response and the link
state of the DUT is 'Initialize', this part of the test
passes.
2 The link state of both the tester and the DUT is set
to 'Arm'. If there is a reponse to the request of the
link state of the DUT, the test passes.
