You cannot create a MEP if the MEP ID is not included in the MEP list of the corresponding service
instance.
Configuring MIP Generation Rules
As functional entities in a service instance, MIPs deal with LBM and LTM messages.
MIPs are generated on each port automatically according to related MIP generation rules. If a port has
no MIP, the system will check the MAs in each MD (from low to high levels), and follow the procedure
described in Figure 5-5 to create or not to create MIPs (within a single VLAN):
