[locn] Location of the condition. Valid values are:
NEND: Near end
FEND: Far end
If no value is specified, ALL is assumed.
[dirn] Signal direction. Valid value is RCV (Receive).
[cond_descr] Description of alarm condition (40 characters maximum).
