Master scale control block
This block sets the output video
standard and the rules that will be
used to determine the scaling used.
In addition it also controls what
packages will be inserted on the
output to describe the video to
down-stream equipment.
There are 8 different versions of
this block, and at one time only
one will be shown and be able to
receive commands. The reason for
this to allow 8 different XMLs for
the 8 different combinations of
allowed output video standards.
