Expired Date: The date that the rate is expired
Time-Based charge ID: The charge rate ID that based on time.
When a time period is specified, the discount rate will be used
when the disconnect time is within the period.
Ignore Time: The time not to be charged.
Incoming Number Restriction: The rate plan group will be used
only for this incoming number.
Description: The description of Rate ID
