Time Format
The format specification is a string that contains both tokens and keywords. The following
keywords are supported:
INDICATOR - Must be the only keyword
HOUR - Hour in minimum digits
MINUTE - Minute in minimum digits
SECOND - Second in minimum digits
XM - AM/PM
The following tokens are supported to format the day, month, and year. The number of
contiguous characters determines the number of characters to be printed. If no hour
specification is included in the string, the time is assumed to be military format.
H or h - Hour
M or m - Minute
S or s - Second
Lower case tokens will have leading blanks, upper case will have leading zeroes. All
other included characters are printed as specified.

HHMM (2:30 PM = 0230)
MMHH (2:30 PM = 3002)

HH-MM-SS (2:10:16 PM = "02-10-16")
hh:MM:SS (2:10:16 AM = "b2:10:16")
hh:MM:SS XM (2:10:16 PM = "b2:10:16 PM")
"b" = blank
Only one hour, minute, and second specification may occur in a time format specification
