Allows to control processor Thermal Monitor thermal
control. It requires GV3.
Bi-directional PROCHOT#
Allows to control PROCHOT#. When a processor thermal
sensor trips (either core), the PROCHOT# is driven.
However, if bi-directional is enabled, the external agents
can drive PROCHOT# to throttle the processor.
