TACL FUP RENAME command is used to execute the RENAME operation. E.g. the above is
equivalent to the following TACL command:
-- FUP RENAME $IDEL3.AAIQA2.SMGR, $IDEL3.AAIQA2. SMGR1
 Alter – Alters file code, maximum extents, security, and owner of the selected file as specified
by the user. Result of the operation is displayed in a separate popup.
