ARRIAIIGX_RX_CDR_LOCKUP_FIX_OVERRIDE
Allows signaldetect to propogate from PCS to the core, which will be blocked if you fix the CDR lockup
issue. This is because a PMA direct route is unavailable in Arria II GX devices.
