4.10 Coldboot Mailbox (9998/9999)
This mailbox allows the remote device to request a coldboot operation from the
module. The request block should contain block ID 9999. Once the module builds
the mailbox response block ID 9999 then the remote device should write a block
ID 9998 to confirm the acknowledgment.
