HPI Daemon Switchover Control

This HPI control handles the switchover between the active and deactivated HPI-B daemon.
The location (active/deactivated) of the HBI daemon cannot be controlled directly. Instead,
this HPI control can be used to initiate a switchover. After the switchover is completed, if
eventing is enabled for the active HPI-B daemon sensor, the HPI Implementation will send an
event with the Resource Id of the new Resource hosting the active HBP daemon.
