Enabling SNMP notifications for BGP

This feature enables generating SNMP notifications for BGP upon neighbor state changes, as defined in

RFC 4273. The SNMP notifications include the neighbor address, the code and subcode of the most
recent error, and the current neighbor state. The generated SNMP notifications are sent to the SNMP

module. The SNMP module determines how to output the notifications according to the configured output

rules.
For more information about SNMP notifications, see Network Management and Monitoring
Configuration Guide

(whether to output the logs and where to output) are determined by the information center configuration.
