Inspections which produce results that are fractional are represented using
two words (32 bits). The first 16 bits are the integer portion and the second
16 bits are the fractional portion:

Fraction
The integer portion of the value is interpreted as a standard 16 bit signed
integer where each bit is equal to:
Integer Bit Value 2
(n)
Where n is the bit number.
Bits in the fractional portion of the value are interpreted as:
Fractional Bit Value 2
(n–16)
Where n is the bit number.
For example: bit 15 in the fractional portion of the value is equal to 1/2:

= 1/2
