Remedy

The target mode of the function block in question is not set. Set the target mode of the block to Auto.
The actual mode of the resource block is O/S.

Set the target mode of the resource block to Auto.

Function block execution schedule is not set correctly.

Set up the schedule using a configuration tool or the like.
