THIS VALUE WILL BE 10 PERCENT LESS
THAN THE THRESHOLD ONSET.

TO THE DESIRED BUFFER CONGESTION
THRESHOLD FOR ALARM ONSET. ANY
CELLS TAGGED AS DISCARD ELIGIBLE
FOR ANY INTERFACE AND PORT MAY BE
DISCARDED ONCE THIS THRESHOLD IS
CROSSED.
