0x83 - Ionosphere and UTC Data - 32 bytes

This message provides the ionosphere correction data and the Universal Coordinated Time
(UTC) information. Dual frequency users (L1 and L2) correct the time received from the SV by
utilizing the time delay differential between L1 and L2. Single frequency users (L1 only) may use
the ionosphere model.
