0x4b - Vertical Height Adjustment - 10 bytes

Message 0x4b is an implementation of a special surveyor block that allows the user to translate
the output position vertically in one dimension from the tripod to a spot on the ground.

If a vector alignment is needed in the application, the vector angle and distance must be applied
externally (independent) of the PVT solution.
