The VME master processor writes 13 (hex) to the command byte. Then
the VME master processor writes these parameters to the first 7 bytes of
the selected channel’s general data area:

1. get the semaphore
2. set up the general data area
3. send the command interrupt
4. wait for the result
(either poll for confirmation status or wait for an interrupt)
5. clear the semaphore
