Is there a break in supply line?

Repair break.

Check carbon brushes.
Are carbon brushes too short? yes
Replace carbon brushes.

Are carbon brushes jammed?
yes
Release carbon brushes.

Is spring pressure acting on carbon brushes

Replace compression spring.
