The circle circumscribes the position location.
Anchor Point
The anchor values designate the X,Y position of the anchor point of the
image display in the Preview window relative to its position coordinates.
In Figure 439 , the anchor point has been adjusted by 25% on the X axis and
25% (270 pixels in this case) on the Y axis.

Although the anchor point has shifted, the circle still circumscribes the
position location.
