If multiple ports have the same port priority, duplex mode, and speed, the port that has been a
Selected port (if any) is chosen. If multiple ports have been Selected ports, the one with the smallest
port number is chosen.

a Selected port, the port with the smallest port number is chosen.
Setting the aggregation state of each member port
After a static aggregation group reaches the limit on Selected ports, ports attempting to join the group
are put in Unselected state. This prevents traffic interruption on the existing Selected ports.
