A report is not required, by the NRC, to transfer a used or defective Explorer,
equipped with an ECD, to INFICON in order to obtain a replacement. You may
transfer Explorer, equipped with an ECD, to another general licensee, like yourself,
only when it remains at the same location to which it was shipped by INFICON.
Give the transferee a copy of these instructions and the regulations and report to the
NRC as required in Regulation 10 C.F.R. Section 31.5.
