Pan-Zoom Control Mouse Operations for Scopes

Y axes Pan-Zoom controls are disabled when logarithmic scaling is selected for frequency plots.

Callout

A single click pans one-tenth of the range. For example, if
the trace time equals 2 seconds, a single click pans the
range 0.2 seconds

Clicking on either side of the Thumb within a Pan-Zoom
control pans (shifts) the trace image horizontally on X axis,
and scrolls the image vertically on the Y axes.
