6.7.21 Set TTL Input High Trigger Level

Set the TTL input high trigger level, for voltage level higher than this
value is recognized as logic high.

The high trigger level for TTL input. The unit is 0.1 V
and its resolution is 0.1 V too. This value range from
0.1 to 5V, which is a 2-digit integer.
