POWER_USE_DEVICE_CHARACTERISTICS
Specifies the device characteristics to be used during power estimation. Estimates are based on average
power consumed by typical silicon at nominal operating conditions. For FPGA board power supply
design, change to MAXIMUM to get worst-case values.
