POWER_DEFAULT_INPUT_IO_TOGGLE_RATE
Specifies the default toggle rate to be used on input I/O pins during power estimation. This value is only
used if a toggle rate has not been specified for a node either through a Signal Activity File, VCD file or
user assignment.
